(Studio) White House considers incrd. use of scrambler telephones in government offices.
REPORTER: Floyd Kalber

(DC) [Vice President Nelson ROCKEFELLER - says don't use telephone if you want something kept secret.] Vice President says Soviets listening to United States phones and Ford admin. taking steps to protect federal workers. Possible Soviet method of listening detailed. National Security Council considers plan to increase number of scrambler phones, which code calls during transmission. 1/2 million government phones could be coded. Plan would put all government calls through central facility which would let NSA listen in on all calls.
