(Studio) In House Democrat caucus, debate occurs over reform.
REPORTER: David Brinkley

(DC) House met this a.m. and tonight with regard to congress reforms. Caucus chairperson Philip Burton unable to maintain order at earlier session. Chairperson special task force on reform, David Obey, shouted to be heard. House majority leader Thomas "Tip" O'Neill tried to withdraw proposal to let Speaker House appointed all Democrat members of House Admin. Committee Democratic leadership says some Democrats may not be reelected if reform plan not passed before Democratic Convention
