(Dorado Beach, P.R.) Treasury Secretary William Simon says conference to produce quiet cooperation not spectacular results. Italy and Britain receive renewed promises of help in paying off debts. [FORD - says economy expansion can't be achieved by high inflation rates.] All government leaders will be pressured for more social programs now that the recession is over. Public Works Bill waits for Ford in DC.
