(NYC) Gibson lunches with elderly at federal subsidized meal program. She is vice-chairperson of Minnesota governor's citizens' council on aging. [GIBSON - talks of different nationalities in NYC. Speaks of incentives that elderly need.] Gibson meets with Carter's adviser on elderly. She concludes that his policies are adequate and she'll probably vote for Carter on 1st ballot.
