(DC) President attacks oil and auto companies' intensive lobbying. Press Secretary Jody Powell says Congress's action on energy plan weakens overall effort. Powell discusses Congress's deregulation vote. President upset and shaken by Congress action.

(Capitol Hill) [Head of committee for congress energy bill, Thomas ASHLEY - urges White House not to take vote so seriously. Yesterday's vote to be reviewed repeatedly.] Asks about President' actions with regard to energy plan. [ASHLEY - suggests President continue to fight for his cause.] If President gains public support for energy plan, Congress likely to reverse vote. REPORTER: Vic Ratner
