(Studio) Congress votes on President' energy program and water projects bill.

(Capitol Hill) House Ways and Means Committee votes to raise crude oil taxes. Vice President Walter Mondale meets with House Democrats for breakfast to discuss water projects. [MONDALE - says administration expects dissent and debate between it and Congress] Water projects funded despite President Carter's displeasure; however, if Carter vetoes measure, House lacks vote to override.

(DC) press Secretary Jody Powell expresses administration's pleasure with Congress action. Powell gives White House lobbyist Frank Moore much credit for close vote on water projects bill.
