(Studio) Is now believed there will be new Strategic Arms Limitation Talks (SALT) agreement.

(DC) Deadlock was broken during September meeting between President Carter and USSR For. Min. Andrei Gromyko. Sovs. still refuse to give in to demands they curtail deployment of biggest missile, but do soften own position with regard to US cruise missile. Concessions on both sides cause administration to say agreement in offing, but they're not sure just when it will come about. (Defense Department film shown.) Details with regard to agreement noted, include exclusion of backfire bomber; there will be restraints on its use, however. Congress and other critics have already begun complaints that agreement is one-sided in favor of USSR , but Cyrus Vance says agreement in best ints. of cntry.
