(Studio) Conf. committee begins work on President Carter's energy bill. House has given almost everything he asked for, Senator almost nothing.

(DC) Before committee begins, Carter meets with chairperson Thomas Ashley; says this will be bill by which public judges President and Congress this year Difficulties ahead noted; mtgs. are being held in same room where Watergate hearings held. Senator Henry Jackson supports Carter, but other Senators, like Bennett Johnston, determine to fight hard for oil and natural gas industry Even easy issues, like insulation plan, not easy.
