(DC) Comment with regard to continuing Cold War, from USSR side. Reporter notes USSR stand against cutting arms in Strategic Arms Limitation Talks (SALT) and Vienna talks, and suggestions, from within USSR , of tightening of command under Brezhnev for intensified contest. Removal of Podgorny as president considered significant.
