(Studio) United States and Israel still at odds with regard to Geneva peace conference details. At UN, Israel says it will accept some United States proposals, but not all.
REPORTER: David Brinkley

(Studio) Foreign minister Dayan announces at early morning news conference that he's accepted United States proposals for peace conf., but notes these still must be approved by Israeli cabinet and by Egypt, Syria and Jordan. Dayan won't specify items accepted, but does list those not accepted. [DAYAN - says Israel won't negotiate with PLO (Palestine Liberation Organization) nor over Palestinian state.] Secretary of State Vance meets with Syria foreign minister Abdel Halim Khaddam and major topic is formula for reconvening conference No one will comment with regard to proposals and reactions; is sign proposals are being seriously considered. Has been learned that Arabs and Israelis have agreed on key proposal, concept of unified delegation, include Palestinians, to represent Arabs; make up of delegation still has to be worked out.

(Studio) This is major question and there is no answer yet. 1 suggestion is that mayors from West Bank and other areas, like Gaza Strip, be include and let PLO either pick them or approve group.
