(Studio) NBC News has just completed new poll with regard to public's view of President Carter and his performance.
REPORTER: David Brinkley

(DC) Results of poll listed and compared to earlier polls. Issues people report dissatisfaction, include unemployment and inflation, Panama Canal treaty and Bert Lance affair. Other details with regard to poll noted.

(Studio) President Carter visits South Bronx of NYC; area is symbol of urban decay. President visits building being rehabilitated through Sweat Equity program, same building described last week in report on this program.

(NYC) Carter's visit is kept secret until it begins; accompanying him is U.S. Housing and Urban Development Secretary Patricia Harris. At building rehabilitation project, being done by residents themselves, they are surprised and interested of outcome after visit. [Ramon RUEDA - cites plans; notes they'll need more money.] [CARTER - says that's why he brought Harris.] [HARRIS - says she's here.] Carter gives some promises of aid for specific purposes, but not many, as administration urban renewal program not yet completed.

(Studio) Carter and United Nations Ambassador Young sign 2 United Nations covenants with regard to human rights. At US mission luncheon, attended by China (PR) and Vietnam delegates among others, President says he'd like to establish diplomatic relations with ntns. with whom US has not been on good terms.
