(DC) Reasons for USSR 's hardened attitude toward dissidents analyzed; reporter rejects arguments that it's caused by Carter human rights stand, endangering detente and Strategic Arms Limitation Talks (SALT) and causing dissidents to have less freedom than they'd had. Testimony of dissident USSR historian Roy Medvedev noted.
