(DC) Govs. hear from Senator Henry Jackson and energy chief James Schlesinger with regard to energy; talk to Department of Health, Education and Welfare Secretary Joseph Califano with regard to Medicaid reforms and hear from president aide Hamilton Jordan. In afternoon, govs. go to White House to meet with Carter, who is 1st governor to be elected president since Franklin D. Roosevelt. Govs. seem to be satisfied with what Carter has to say, at least for now. [Conf. chairperson Governor Reubin ASKEW - says meeting was excellent; was chance to meet with President, Vice President and cabinet officers.] Mtgs. to continue Tuesday
