(DC) Pro-raise arguments of Representatives Morris Udall, Tip O'Neill and Jim Wright, and anti-raise argument of Representative William Armstrong, noted. When House votes to keep raise, it turns to hsing. for self. For past 100 years or so, debate has gone on with regard to adding to Capitol in order to get more office space. Despite opposition, House votes to fix up and expand west front of Capitol.
