(Studio) Secretary of State Vance begins meeting with USSR leaders with regard to disarmament; they criticize Carter stand on human rights.

(Moscow, USSR ) Vance's meeting with Brezhnev noted; Vance attempts to change from Kissinger's style of diplomacy, with own interpret&T and other details. Talk with regard to human rights cited. After lunch with foreign minister Andrei Gromyko, disarmament talks begin, include positions on United States cruise missile.
