(Studio) Israeli Prime Min. Yitzhak Rabin visits President Carter at White House
REPORTER: David Brinkley
(DC) Rabin visit is 1st in series of Mid. East leaders visits to discuss prospects for peace there, process Carter says was started by visit to area by Secretary of State Cyrus Vance. [CARTER - notes Vance's trip. Says search for peace incls. defensible borders and sense of security as nation for Israel.] Carter's use of term "defensible borders" and it's importance noted. Rabin later meets with Vance, then talks to reporters [RABIN - says he was pleased with Carter's statements.] Vance says Carter use of term shouldn't be taken as new departure and others say United States not tilting in favor of Israel, though United States does endorse Israel's position on banning PLO (Palestine Liberation Organization) as long as organization doesn't accept existence of Israel. Spokesperson also say United States has no peace plan of own and President doesn't believe outside plan will work.
