(DC) Energy chief James Schlesinger tells AFL-CIO building and construction unions meeting that energy program will mean more jobs and healthier economy [SCHLESINGER - says jobs for builders will come from required work on homes to increase energy efficiency.] White House and organized labor relations haven't been good recently, but labor support needed for energy plan; administration hopes to get it by stressing jobs.
