(Studio) Arms negotiator Paul Warnke says United States didn't miscalculate in offering USSR arms deal and he's optimistic.

(DC) Warnke was with Secretary of State Vance in Moscow; says gloom after trip not justified. [WARNKE - says Sovs. weren't expected to agree to proposal in 3 days, but anticipates continued and accelerated negotiations.] Warnke says he doesn't believe human rights was significant issue in Moscow.
