(DC) Comment with regard to recent deterioration in United States relations with Brazil and need to rebuild them. Investments from Japan, Arabs and European Common Mkt. noted. Brazil now votes against United States at United Nations and was 1 of 1st to recognize Angola's Communist regime. President Carter's human rights statements and results in relations with Brazil noted. If Mrs. Carter can help relations, further measures must be taken.
