(Studio) Department of Health, Education and Welfare Secretary Califano comments on hospital costs at hearing with regard to Carter bill to limit costs.

(DC) American Hospital Association spokesperson Dr. Leo Gehrig says hospitals can cut costs without government ceiling; says government limits would lower quality of care. Senator Edward Kennedy says plan would save taxpayers money. [KENNEDY - says if money not saved it will be made up in additional taxes; asks how much hospitals will save.] [GEHRIG - can't figure at present.] [KENNEDY - asks if Gehrig opposes plan,but can't give estimate of savings in own program.] [GEHRIG - can't give any figs.; doesn't know what savings would be and doubts figs. could be submitted later.]
