(DC) White House consumer advocate Esther Peterson presides over meeting and Carter drops in; President notes agency bill had congress support when former pres. would have vetoed it and now he supports it and Congress may not. [CARTER - notes lobbyists' efforts to defeat bill.] President says agency cost would be less in year than Defense and Department of Health, Education and Welfare spend in hour Is hoped remarks will generate public support.
