(NYC) Graduate Edward Donahue unable to read own H.S. diploma. [DONAHUE - tries to read diploma. Believes he was promoted because he caused little trouble in classroom.] [US Office of Edward Dr. Gilberg SHIFMAN - discusses reasons for student promotions.] Donahue suing school system; reasons. [DONAHUE - explains why he hid reading inabilities.] 18 states now have some ruling with regard to undeserved promotions in school.
