(Studio) Supreme Court upholds law, passed by Congress in 1974, that Richard Nixon's papers and tapes aren't his but federal government's.

(DC) Documents and tapes have been hsed. since 1974 in federal storage facilities, like one in Sutland, MD. Statement by Justice William Brennan noted; dissenters are Chief Justice Burger and Justice William Rehnquist. Next step is editing of personal and national security matters from tapes; preparation by National Archives for public release noted. National Archivist James Rhoads says delays possible. [RHOADS - acknowledges possible challenges on some material by Nixon attys.] Court doesn't settle actual question of ownership of papers and tapes.
