(Studio) Rapid transit in large cities was designed to try to save energy and money, but isn't working well.

(DC) DC's Metro system cited as example of mass transit systems in nation's large cities now being questioned as to whether their expense, all operating at loss, is worth it and if they really solve urban congestion problem. In campaign, Carter supported mass transit; now takes another look. [Transport. Secretary ADAMS - cites examination of problem and alternate plans.] Problems of systems noted.
