(Studio) White House staff members knew before Bert Lance's confirmation that he and family had overdrawn bank accts., but didn't tell President Carter of it. Press Secretary Jody Powell says he wishes now that they'd done more about it.

(DC) Lance talks to reporters as he returns to office from speech; says he doesn't regard Powell's comments as weakening of president support, that he hasn't thought of resigning and will testify to Senate committee on Thursday Lance also says Carter knew all there was to know about him last year After speech to investment specialists, Lance told reporter he feels he still has full support of President

(Studio) Robert Bloom is official who gave Lance good recommendation to Senator Govt. Affairs Committee before confirmation. Bloom says today in testimony to committee that he withheld information about Lance's banking troubles because it might have hurt own career and because he believed Carter aides knew of troubles.

(DC) Bloom says that when Lance nominated, he had telephone talks with Lance, Lance's attorney and Carter transition team member [BLOOM - believed that after that Carter and transition team members were or should have been aware of problem. Says reason for not mentioning problems in letter of recommendation to committee was concern for own career; calls it only human.] Senators will ask Lance questions on Thursday with regard to concealment by him and President of information on Lance's financial dealings.
