(Studio) Anchor asks White House reporter how and when Lance resignation decision was made.
REPORTER: David Brinkley

(DC) Aides began to realize it was problem here to stay when 2nd comptroller's report came out. Despite hope that Lance defended and explained actions adequately to Senate committee , aides' opinions weren't changed that public perception of Lance had gotten worse and that it was beginning to affect White House

(Studio) Anchor asks about Lance's relationship with President; notes difference in friendship between them and between president and Hamilton Jordan and Jody Powell.

(DC) Extent of Lance's relations with Carter and personal loss for Carter noted. Question now is will Carter turn even closer to Georgians he brought with him, or use this as opportunity to look outside group.

(Studio) Anchor asks congress reporter if Lance would have been able to work effectively with Congress, if he'd stayed.

(DC) Lance could have worked with some, not with others. Some in Congress like Senator James B. Allen other South senators, and some Republican conservatives, feel Lance was hounded out of office; conservatives felt Lance was also conservative manager of budget and they liked having such person there. Others feel Lance had been compromised.

(Studio) President's statement that Lance has cleared name noted. Anchor asks for congress reaction to assertion.

(DC) Mixed reaction noted. Majority leader Robert Byrd goes on floor of Senator after press conference to say Lance answered some questions in testimony last wk. and not others, and that President and Lance should be congratulated for making right decision with regard to resignation.
