(Studio) Senator takes up issue of natural gas in debate of president Carter's energy plan.

(DC) Senator has passed coal conversion bill, but is watered-down version of House bill and of Carter's; Energy Committee slaps down plan for federal government to reform utility company rates and Finance Committee defeated gas guzzler tax. Senator did vote outright ban on gas guzzlers, but must compromise with House Carter plan calls for tax on crude oil, but consumer orgs., labor and oil companies have banded into coalition to fight this. Immediate fight in Senator with regard to control of natural gas prices, which president wants to keep and oil companies argue for decontrol.
