(Studio) Secretary of State Vance's arrival in Jerusalem to participate in Mideast peace talks between Egypt and Israel reported Differences between 2 sides noted; comments of foreign minister Dayan quoted.

(Jerusalem, Israel) Delay in Vance's arrival because of conflict re: references to Palestinian problem on agenda noted. [VANCE - pledges United States activity in political committee and support of search for comprehensive settlement.] Vance's meeting with Prime Min. Begin and Dayan mentioned. [DAYAN - says there could have been more Pro-Israeli agenda, but must be considered compromise between 2 ptys. and is satisfied with it.] Contd. conflict over Palestinian problem, Vance's concern with regard to hopes for quick settlement and his upcoming proposal for temporary arrangement on Palestinians on west bank and Gaza Strip detailed.
