(DC) Carter's meeting with cabinet to discuss veto and later meeting with reporters reported [CARTER - says he and Congress must set example and public works bill is unacceptable.] Administration opposition to bill detailed.

(DC) Congress response to Carter's planned veto reported Statements by House speaker Thomas O'Neill and Senate majority leader Robert Byrd quoted. [House majority leader James WRIGHT - comments on chgs. that water projects are "pork barrel" pols.] Congress leaders concerns that some congressmen might vote against energy package in retaliation noted. [Representative Tom BEVILL - says some people won't favor any Carter programs if water projects in districts are refused.] Byrd's report that Senator override should be easy and predictions that vote will be close in House, which votes first, stated.
