(DC) Congress leaders meeting with President Carter reported, filmed. [Howard BAKER - talks of effect of government action on whole labor movement] Negotiated settlement said desired. Pittsburgh and Midway Coal Mining Company contract hoped to prove model. Separate contracts by industry members of BCOA thought possible.
