DAWES - says strike will continue if BCOA conts. to take hard-line position.] Demonstrations by miners from Kentucky and Tennessee about arbitration proposal and bargaining cncl.'s earlier acceptance of settlement with independent coal company reported [Secretary MARSHALL - cites some progress made in negotiations.]
