(Jerusalem, Israel) United States decision to offer own negotiating proposals in order to break deadlock noted. [ATHERTON - says negotiations continue to try to narrow gap.] [BEGIN - rejects Egyptian demands for total Israeli withdrawal from occupied lands and self-determination for Palestinians. Says Israel not committed to either by United Nations resolution 242.] Atherton's planned return to DC, in preparation for Begin's visit to Washington, DC and mtgs. with President Carter, reported; talks scheduled for Tuesday in Cairo mentioned.
