(Charleston, West Virginia) Report on mix-up in shipment of papers to Charleston and elsewhere and failure of Justice Department to enclose summonses. Additional US marshals from Atlanta coming to Charleston noted. [Deputy United States marshal Richard EVANS - doesn't know what could have happened.] Coal operators' plans to open mines on Monday noted.
