(Studio) NYC's dilemma about whether to enforce law prohibiting children under 16 from performing on horses, elephants or trapeze reported.

(NYC) Report on attempts by Society for Prevention of Cruelty to Children to get New York City to enforce law which would prevent children under 16 from participating in acts in Ringling Bros.' circus. Ringling Bros.' attys. fight against enforcement noted. [Trapeze artist Fidel FARRIO - thinks it's wrong because this is family's life and livelihood.] [Farrio CHILDREN - wouldn't like to stay home while father on road.]
