(Studio) Report on new developments in Canal treaty debate.
REPORTER: Jessica Savitch
(DC) President Carter's return from Camp David to face Canal treaty problems noted. Senator Dennis DeConcini's plans noted to demand of President that final treaty carry provision for United States military intervention if necessary to keep Canal open. Released interview with Carter quoted, in which he says treaty won't allow DeConcini's proposal. Neutrality treaty's passage by one vote, after addition of DeConcini amendment, recalled. Is noted that for 2nd part of treaty 2 votes will hang in balance: those of DeConcini and Senator Paul Hatfield, who will cosponsor amendment to 2nd part.
