(Tampa, Florida) Details given about campaign of Richard Salem, who is facing incumbent Representative Sam Gibbons. Salem's traditional handicaps as new political and additional one, that he is blind, noted. [SALEM - talks to voters about his blindness.] Gibbons' refusal to acknowledge Salem as competition and to be interviewed for report mentioned. Salem's use of tape recorder instead of Braille reading cited.
