(Studio) Report on foster children and care they receive, often not given properly.
REPORTER: John Chancellor
(NYC) Plight of children who are considered past adoptable age and who want and need permanent home and care described; exs. given. [Child welfare authority Peter FORSYTH - says foster care program originally only focused on basic living needs of children and only lately has begun to tend to children's identities and spirits.] [Foster child GREGORY - describes feelings about moving from one home to another.] North American Center on Adoption film shown. Difficulties described that are encountered by people who would give foster children permanent home. Lack of economy motivation in many states because of funding per foster child for agencies detailed. Foster care workers' efforts to get laws making adoption of these children less difficult noted.
