(Boston, Massachusetts) Background of Judge Arthur Garrity's placing of South Boston high school in receivership, in effect making self its administration, outlined. Judge's return of school administration to Boston school committee noted; his comments quoted. [Principal Jerome WINEGAR - says school has been quiet for some time; doesn't anticipate ruling making change in school's operation.] Busing issue and violence accompanying it at South Boston high school recalled.
