[PEOPLE - comment on personal financial burdens lack of paycheck has created.] Layoff announcements and payment of those in critical jobs with promisory notes rather than money reported [Steve KOVAKS - says he prefers unemployment benefits.] Crisis said 3rd for county in 5 years; state rptd refusing bailout of county this time. Efforts by county to get money outlined.
