(Chico, California) Rancher George Neary's claims about deaths of his cattle after being sprayed for treatment of mange with toxaphene noted. Envts.' long-time concerns about possible effects of toxaphene reported [NEARY - comments.] [State veterinarian Patton SMITH - responds to chgs.] University of California investigators said probing case.
