(New Orleans, Louisiana) National Guard reported to be in charge of crowd control in city. Crowds in French Qtr., despite Mayor Ernest Morial's warning to stay away, stated. Famous Olympia Jazz Band's"funeral march" for Mardi Gras mentioned. [Band MBR. - announces beginning of new, 1980 Mardi Gras today.] Celebration described.
