(DC) Delaware case involving random police checks said catalyst to Supreme Court decision. Justice Byron White quoted with regard to motorists' right to privacy. Justice William H. Rehnquist, lone dissenter, quoted with regard to wisdom of ruling. Police said still allowed to stop motorists at roadblocks.
