French President Valery Giscard d'Estaing expected to seek pledge that nation will refuse to buy oil above a certain price on spot market West Germany's Helmut Schmidt's unwillingness to join in this pledge explained. Italian Prime Min. Giulio Andreotti reported to have no specific plan. Eng. Prime Min. Margaret Thatcher noted seeking to freeze oil imports at present level. Proposal that members of conf. create a buyer's cartel said supported by Japanese Prime Mind Masayoshi Ohira. [Treasury Secretary Michael BLUMENTHAL - prefers using reason and negotiation to deal with OPEC (Organization of Petroleum Exporting Countries) instead of confrontation.]
