(DC) President Carter asks public to help get energy program passed by letting Senators know what it wants; to do that, public must know what is involved.

(DC) At issue in Senate now is natural gas price control; is impossible to tell everyone what gas bills would be under each proposal, but Saint Louis is good example, as its winter climate is about national average Figs. for Saint Louis cited. Details with regard to continued Senator debate on issue; remarks of Barry Goldwater noted. Compromisers are Robert Byrd and Henry Jackson, President's supporters include Edward Kennedy, James Abourezk and Howard Metzenbaum, and those leading fight for deregulation are James Pearson and Lloyd Bentsen. Tonight, there's threat of new filibuster, this time by oil industry champion Russell Long; if it happens, fight could continue for days.
