(New York City) USSR foreign minister Andrei Gromyko's address to United Nations noted blaming United States for most international problems. [GROMYKO - (thru translator) addresses UN.] For. min. said accusing United States of planning for nuclear war. [GROMYKO - (thru translator) continues speech.] Possible political motive of speech considered; USSR invasion of Afghanistan mentioned. Gromyko reported meeting later in week with Secretary of State Edmund Muskie; details given.
