(San Juan, PR) Govt.'s plans to send refugees to Fort Allen, PR, and PR's response examined; films shown. Governor Carlos Romero Barcelo's reaction yesterday recalled. Independence party leader Roberto Aponte's accusations that United States is practicing colonialism noted. [APONTE - comments.] Admin.'s reaction cited. [Enrica SOLARES - comments on PR's unemployment.] Processing center here reported remaining open as long as Cuban and Haitian refugees continue to arrive in Florida.
