(Chicago, Illinois) Plants in Zion, Illinois, and near Morris, Illinois, said involved. Guards reported saying workers often drunk or high on drugs. [Anonymous EMPLOYEES - tell of irresponsible behavior by guards.] Commonwealth Edison said owner of plants. [Commonwealth Edison David SMITH - denies reports] Burns International Sec. Services said recruiter of guards. [Anonymous EMPLOYEES - admit cowardice.] [Burns Security Rodger COMSTOCK - feels guards are satisfactory.] Investigation, especially with regard to drug use, said continuimg. Terrorists threat said element in situation.
