(Salisbury, Rhodesia) Situation of transitional government in Rhodesia examined. Attitudes of both moderate black leaders in government and of Prime Min. Ian Smith toward events since government was formed in March, 1978, described. Preparations by Muzorewa and 2 other black leaders for future in event that transition doesn't come and civil war does, as many diplomats predict, outlined.
