(Studio) Nixon proposes changes in draft system by introducing lottery and reducing maximum vulnerability time to 1 year between 19th and 20th birthday. To continue college deferments, but would be liable for draft 1 yr. after graduating. Present system not equitable or reasonable.

(Fort Dix, New Jersey) 1/2 of draft age don't qualify for service. Only 39% of those who do qualify ever go in service. 4,000 local-draft bds. make decision. Major draft board members over 60, former veterans, and don't understand potential draftees.
