(Cairo, Egypt) "Al Ahram" publishing of full text of United States draft treaty reported Egypt desire to resume negotiations on basis of United States draft, plus more Egypt proposals noted. Film of Cairo meeting with Hosni Mobarak filmed, reported Proposal setting December 1979 as target date for elections toward Palestinian self-rule in Gaza cited. Anwar Sadat filmed. Telephone conversation between him and President Carter reported Mood said upbeat; acceptable proposal by United States said anticipated. Israel reluctance with regard to timetables noted.
